It is your right and responsibility as a parent to protect your child. Be sure to keep in mind these provisions (for you and your child) stated in the “Protection of Pupil Rights Amendment”. The Protection of Pupil Rights Amendment (PPRA) is a law intended to protect the rights of pupils and the parents of pupils in programs funded by the United States Department of Education (ED). The PPRA was written to protect the rights of parents and students in two specific ways. First, any material used by students in ED funded surveys, analyses, or evaluations will be made available to parents to inspect prior to use with their child. LEGAL STATUS OF OREGON SCHOOL DISTRICTS (ORS 322.072): "All [Oregon] school districts are bodies corporate, and the district school board is authorized to transact all business coming within the jurisdiction of the district and to sue and be sued. Pursuant to law, district school boards have control of the district schools and are responsible for educating children residing in the district." [1965 c.100 §139]; http://www.oregonlaws.org/ors/332.072. Oregon School boards, district superintendents and administrators do NOT work for the Oregon (or National) Department of Education, the Oregon Health Authority, the Office of Civil Rights, the State or Federal Government, or any out-of-district entity. Ultimately (according to ORS 322.072) they work for YOU, the parent or guardian. Many Oregon school administrators, superintendents and school boards WANT to support (not usurp) the parent-child relationship of the residents of their communities AND sincerely believe that parents’ rights matter. Unfortunately many are finding themselves facing unwarranted coercion, intimidation and “bullying” from intrusive state and federal officials and other out-of-district entities. It is IMPERATIVE that we stand with district leaders who refuse to be "bullied" and "intimidated" by those NOT within the jurisdiction of the school district, NOT in control of the district schools and NOT responsible for educating YOUR children.

Encourage your friends to attend Tuesday evening's meeting. Pass it along to your friends. TUESDAY, JANUARY 19, 2016, 6:00 p.m. *Arrive early, 5:15 - 5:30. DALLES CIVIC CENTER, 945 SE Jefferson St, Dallas OR 97338 (20 MILES WEST OF SALEM) Come support privacy for all students as the Dallas school board meets in a public work session with their legal counsel. The public will be allowed to submit written questions that will be answered at the end of the meeting. We need everyone who stands for the personal privacy, safety and respect of all students to come and be a supportive presence for our school board and administration as they face intimidation and bullying from meddling federal bureaucracy and other outside interests. School districts around the Oregon (and nation) are finding themselves being unduly pressured (and even mislead) into making sudden policy decisions about this bathroom/locker room/transgender issue. The privacy and safety of ALL students matters – and there are reasonable accommodations which can be made while at the same time protecting your children and grandchildren.

'PRIVACY FOR ALL' is a coalition of parents, students, nonprofit and faith groups who have launched an initiative to protect privacy rights. Even if you do not live in California, your child's privacy at their public school MUST be protected! WHAT IS THE “PERSONAL PRIVACY PROTECTION ACT"? The “Personal Privacy Protection Act” was drafted to protect privacy in restrooms, showers, locker rooms, and changing rooms in government buildings in CA. It does so by asserting that individuals should use these facilities in accordance with their biological sex, rather than their gender identity. WHY IS THE "PERSONAL PRIVACY PROTECTION ACT" NECESSARY? Without this Initiative there is no protection for the privacy of men and women, boys and girls, adults and children, in facilities where privacy is reasonably expected: locker rooms, dressing rooms, restrooms, and showers. Other accommodations can be made for those who feel uncomfortable in traditional sex-separated facilities, but impeding on other citizens’ right to privacy by creating forced co-ed facilities is not a valid option. Are You a Boy or a Girl?

You send your child to school to be educated.
You take your child to the doctor to remain as healthy as possible.

Is it your expectation that either your child's teacher or physician meddle into the secret hidden places of your child's heart and mind? You would not want a stranger wandering through the halls and rooms of your home. Is it much different to have an adult (other than yourself) trespass on your child's sense of self?

Of course not.

Recently, in Astoria Oregon, a five year old boy was asked by his doctor, "Are you a boy or a girl?". The little guy looked inquisitively up to his mom seeking her help with such a curious question. Here is a "trusted adult" planting a seed of doubt or confusion onto the heart of a child.

Trespassing.

Clearly, the doctor is overstepping her role and will never know (or have to be responsible for) the impact of such a question. Expert or not, YOU are the parent and guardian of your child. Retain your rightful place in their life.

In Oregon there is a concerted effort to blur the lines between education and healthcare. Don't go all soft about this. We urge you to claim your rights as parents. Your child needs you!
